Augustus Roman is the creator of The Cellar, a super villain holding facility made to detain super-powered villains. However, it was revealed that the true purpose of The Cellar was for him, masquerading as the Regent, to steal the powers and abilities of the villain inmates in order to capture the Avengers and steal their powers as well.

Regent had no quarrels with Spider-Man until he tried to rescue the Avengers from Cloak's powers. He even went on to say that his plan was to capture the Avengers only and not Spider-Man.
